Examples
"opium addiction in society" and "suicide in society" are both "public health issue" themes. In both cases we typically contemplate what sort of policies may be implemented in order to improve the situation for the population at large. In the first case, opium tends to be a proscribed substance. In the second case, the government is often required to provide support to people we think may be at risk of committing suicide.
